Hong Kong’s Next Growth Pathway

To explore Hong Kong’s next growth pathway, a dedicated research team, Professor Heiwai TANG (lead researcher), Mr. Edison LIAN, Mr. William KONG and Ms. Yuqi HUANG, has conducted extensive company visits, focus-group discussions, economic analysis and historical research and compiled a report.

The resulting report comprises four chapters, thoughtfully structured to discuss opportunities from the broadest global perspective first, before examining challenges and opportunities at a more granular level. The main findings are crystallized into four key strategies designed to guide the transformation of Hong Kong’s economy. Each strategy addresses a distinct but interconnected dimension of this economic evolution, together forming a coherent roadmap for the city’s inclusive and sustainable development.

Building New Competitiveness for Hong Kong's New Era of Prosperity - Greater Bay Area Study Phase III Report

August 2023

The report takes a long-term, structural view of how Hong Kong can translate the scale of economic opportunity in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) into sustainable competitive advantages that can deliver a better life, a more prosperous and equitable future for Hong Kong people. It offers detailed practical suggestions on how Hong Kong might achieve this and, at the same time, become more resilient.

The report is the final of a GBA trilogy from an independent study initiated five years ago by a group of businesses in Hong Kong and conducted under the Foundation’s auspices. A project steering committee of 13 members invited a group of renowned experts to participate in the research. The report offers suggestions on how Hong Kong can maintain a dynamic competitive advantage and foster new advantages in a turbulent external environment. These suggestions echo the ones in our second report published in 2021, but have been elaborated in expanded scope and depth under the new circumstances.

Creating Hong Kong’s New Advantages in the Greater Bay Area -- Identifying new pathways to growth and opportunity

The 2022 Foundation is pleased to present the second report from an independent study launched three years ago into the emerging Greater Bay Area (GBA) , with a focus on opportunities for Hong Kong, including international firms based here.

For this report, we invited Guangzhou-based Professor Feng Xiaoyun, a world expert on the GBA, to look at the region, Hong Kong’s positioning within it, and opportunities for deeper economic interaction.  Professor Anthony Yeh, in Hong Kong, provided expert input from a Hong Kong perspective. In addition, Professor Michael Enright, a world expert on the competitiveness of Hong Kong and of the PRD, examined external linkages between the GBA and ASEAN in the context of expanding roles for Hong Kong.

Hong Kong Mobile: Making a Global Population

In this interdisciplinary study, the authors argue that Hong Kong must develop and strengthen the mobility, broadly defined, of its population. This is at the heart of its need to face the challenges from a changing global environment. Being a “space of flow” and a place of mobility has always been an essential characteristic of Hong Kong and the root source of its success. This uniqueness, it is argued, must go hand in hand with enhancing its institutional resources that its regional competitors have yet to develop.

Rethinking Hong Kong Human Resources and Competitiveness: A Pre-policy Study

The goal of the research was to use hard data to examine soft issues, and to coherently document and articulate the interrelated issues underlying Hong Kong's predicaments, to shape policy debates and public opinion, and produce strategic action. It is the first step to set a new research agenda for Hong Kong Studies, linking humanities to social sciences, and basic research to policy thinking.

Hong Kong and the Pearl River Delta: the Economic Interaction

Published in 2003, the report has provided a broad analysis of some of the key issues surrounding the interaction between HK/PRD. This project aims to develop a picture of the economic development of Hong Kong and the PRD, the interaction between the two, and what might be done to enable both regions to obtain the maximum benefit from their relationship. The premise is that a detailed, independent assessment can help business people and policy makers on both sides of the border to achieve their goals. Although the focus was on the economic integration, other types of interactions are assessed as necessary.

Linking the Delta - Bridging the Pearl River Delta

A research coauthored by Prof. Tunney Lee et al. in 2002. With an aim to study the environmental and physical linkages between Hong Kong and the PRD region, the report invoked international case studies of similar bridges/tunnels. It compared the Greater Pearl River Delta Region with other regions and studied which proposed links might maximize the flows of people and goods. International cases were analyzed and some lessons were drawn on engineering, cost, financing, political, and environmental issues.

Hong Kong and the Pearl River Delta: Expanding Horizons

2001

This report was produced as part of Project 2022, the purpose of which is to use research and analysis in urban planning and environmental studies to help frame and focus the debate on the future development of the Pearl River Delta Region. This document served as the basis for the briefing to the Regional Forum - Building a Competitive Pearl River Delta Region: Cooperation, Coordination and Planning - that was held in July 7-8, 2000 at the Hong Kong Convention & Exhibition Centre. Proceedings of the Forum was published by the Centre of Urban Planning and Environmental Management, The University of Hong Kong in the Fall of 2001.
